E.G. Golubtsov graduated from the Kazan Art College (1964-1968). Participant in annual workshops on art design at the Central Training and Experimental Studio of the USSR Union of Artists “Senezh” in the workshop of M. A. Konik, Moscow (1974–1989). Member of the Union of Artists of the USSR (since 1977), Honored Artist of the Republic of Tatarstan (2010), awarded the medal of the Academy of Arts of Russia “I. I. Shuvalov, to the 250th anniversary of the Academy of Fine Arts ”(2010).

In the 1970s, under his leadership in Kazan, the design “Group 17” was organized, which carried out projects and design work throughout the republic: in Almetyevsk, Bugulma, Leninogorsk, in the Ivan Shishkin House-Museum in Elabuga. Currently, active work is underway on the project of the Museum of the History of Sviyazhsk. The most interesting projects were implemented, which became real brands of Kazan: the Behemoth beer bar, the Kazan restaurant, the Perekrestok cafe and many others. In 1989, Golubtsov began to engage in easel painting. The artist paints still lifes, landscapes, portraits of people close to him and genre compositions in which he addresses ancient ancient, medieval and ancient Russian subjects. The source of creativity is eternal themes and images of art, which he freely reinterprets, combining different historical traditions and artistic trends. Laconicism of color, sophistication of lines and forms are characteristic of the artist’s painting.

Thanks to the initiative of Yevgeny Golubtsov, exhibitions of ancient Russian and Russian paintings from the collection of the Pushkin Museum of the Republic of Tatarstan and contemporary art of Kazan artists were organized in the city of Zutphen in the 1990s, which for the first time presented the visual arts of Tatarstan in the Netherlands.
