The loud Scottish bagpipe is an instrument created for war and parades. She always and everywhere accompanied the great soldiers of the Scottish army. The Irish bagpipe is softer, more aristocratic. Her voice is more tender, brooding. Ranges are also different. Against as many as two chromatic in the Irish - one octave in the Scottish. The Scottish basses are fixed fifths, while the Irish ones allow you to vary the pitch. The tools differ in the method of supplying air to the bag.
