Это не Офелия, а христианская мученица, утонувшая в Тибре (если правильно помню, то в Тибре).
Ее руки связаны, то есть не сама утопилась.
Над головой нимб – она святая мученица.
Человек на фоне, видимо, язычник, бросивший ее в реку.
